It means middle-aged women who are still single enter a stage of preposterous giggle, endless search, constant stalking and terrible moodiness, aka despair. Some go as far as to dress their daughters' clothes and hit incessantly on their daughters' boyfriends. I would love to say all I just said isn't true, but I know a handful of examples.
